The council is urging people to stay out of the Lismore CBD as floodwater recedes.
"We understand people's desire to get into the CBD to start the clean up of their premises again, but there are too many people and its preventing emergency services from carrying out crucial sweeps to remove hazardous materials," the council said.
"In particular we need people not to park around the block - Keen, Woodlark, Molesworth and Magellan streets.
"Parked vehicles are preventing the clean up of our CBD. Please stay away and if you must go into the CBD, DO NOT park in the streets named above.
"We thank the community for its patience and understanding as we clean up the CBD."
